Check the other models of Belkin then. It has been known for router brands to change their log in ip addresses before. Cannot remember if this applied to Belkin.

You could always Google for information to find out any new or old log ins used by Belkin.

Also often the default login password is ADMIN. However that's a last resort to test if password doesn't work, unless your parents changed the password themselves.
