You will find one half way down this page: If LW Will Not Connect (click on the blue link), else in the FW preferences folder. However if it's not connecting, then something is wrong. Did you set the port in FrostWire same as LimeWire? Normally only one application should use a specific port forwarded port, however, FrostWire will also not be able to find an open port for listening. Another firewall rule with a different port for FrostWire is probably needed. O.o Same process but just different port forward number. You already have a static ip so you will not need to do that again, if you did it correctly. And of course enter this port into FW's advanced firewall section.

Perhaps turn your router's firewall security down to 'Low'. Could even turn it off just as an experiment to see if that makes a difference. (think you need to reboot the router again though for the router to use the changes.)
