First of all, have you tried the fixes within this thread (click on link):
If LW Will Not Connect
Sometimes port forwarding isn't necessary... have you used LW in the past? Have you recently updated/upgraded LW? Sometimes, things like deleting LW's preferences folder or deleting/replacing gnutella.net file can do the trick
Does your router support UPnP?
If it does, have you tried enabling that within your router & using the UPnP option within LW (LW 4 tools > options > firewalls > check the 'use UPnP' button > Apply > ok>) (LW 5 tools > options > advanced > super really advanced > Firewall > tick the 'use UPnP' box > ok)?
Which instructions are you using for port forwarding? Are you using these ones?:

I don't have an Actiontec, but port forwarding's pretty similar for different routers...

*domain name, in those instructions

Once you get to the Port forwarding > Add > Add Server Ports, you need to add ports for TCP. The destination port number that you use will be the same as LW's listening port. Then add another port for UDP. The destination port will be the same as LW's listening port.
Make sure that the port in the 'manual port forward' box in LW is the same as the port you've forwarded within your router setup... if it's not the same, port forwarding won't work.
Then when you come to the 'specify address' part - enter the static IP address that you set up earlier.
Have you set up a static IP address first? You'll need to do that before you can set up port forwarding. Here's the link:

*If you mean Domain Name Server (DNS) numbers then you'll find those when you go through the steps for setting up a static IP. There are normally 2 - a primary & secondary DNS number. Maybe that's what you mean when you mentioned local domain ?? Otherwise - sorry but I don't know what you mean.
