Have you tried this: SAFE Boot & Repair Permissions

One thought to try is setting up a test account (which can always be deleted later.) And see if it works there; Setting up a Test Account in OSX (click on link)

Maybe stief might have suggestions. However, only thought would be going back to LW 4.18 by choosing Classic versions link from the download page.
