First thing I would suggest is find the Java.exe file and right-click and choose Run as Administrator, alternatively choose Properties and set it to Run as Administrator from there. This seems to make a huge difference for connecting on Windows 7 or later.
Only need one firewall, as two usually clash with each other resulting in less security. Make sure LW is added as an exception.

LPE does have some bugs, but they can be worked around.
There is a chance your router is causing an issue. You could try port forwarding which is not that difficult. First thing to do is set up a static ip address:
