If you go to Tools menu, Advanced Tools and look top-left of the window, does it say you are firewalled?
Are you using LW Basic or Pro?
In Tools > Options > Misc, is the option checked to send LW anonymous information? I'd recommend unchecking the option if it is checked.
I installed 5.3.6 but do not get the same error. Mine is almost the same as the one in the image I posted earlier.
