This isn't specifically a 2000/XP issue.

There is an issue if you limit your upload bandwidth - If you have set Tools|Options|Uploads|Basic slider to anything other than the maximum - then your uploads will slowly drop off to zero and stick there.

If you haven't limited your upload bandwidth - then you have some other problem with which I can't help - sorry.
