Question Baffled...
Hmmm.... Interesting!... I'm sorta stumped... mouse wheel worked fine in 2.7.7 and dead in 2.7.9... I've made no changes in my JRE before/since the upgrade to 2.7.9

Could the new installer have affected my JRE?

I'll investigate further. In the meantime, it would be helpful to get verification from someone on WIN XP/2000 that mouse wheel still works for them in 2.7.9
