accesscomm.ca allows downloads, but currently they run CISCO NBAR software (free to ISP's using CISCO routers) that limits/interferes with uploads and running as an Ultrapeer on the usual gnutella ports, as well as Kazaa2 uploads. Most users wouldn't know they are limited. Accesscomm.ca is reviewing their use of NBAR.

sasktel.net (formerly sk.sympatico.ca) doesn't interfere with p2p traffic at present, have no plans to turn on the NBAR software or its equivalent (no guarantees for the future though), but upstream bandwidth for connections greater than 128kbits is very expensive.
