The OS9 Finder's invisible database.db file has lost track of which application opens each file type. Norton and other utilities like Tech Tool (Google will show you the free one available) can rebuild the file, or just hold down the command and option keys just before the icon for the hard disk loads in the startup sequence.

You can also set individual file types via the control panels for QuickTime and File Exchange.
