From you r post, I cant' really tell if you want Ultrapeer or not. Well, supposing that you do want to be one, just enable Ultrapeer and wait. I have it always enabled, but Limewire only truly activates it when you have a Turbo charged connection, meaning that you become an ultrapeer when you are connected to 3 or more Ultrapeers.
That's why you have to wait for Limewire to establish a more stable connection.
