Default Specific Connection Issues - Will Not Connect

I know we are not supposed to start new threads unless we search first, but I kept finding threads that had half of my issues. After sorting though a whole lot of suggested fixes and not getting anywhere with them, I wanted to start a new thread and lay it all out:

My CPU:
Windows XP Pro
Firewall Disabled

My Router (Wireless):
Brand: Netgear
Router Firewall Status: UNKNOWN
As far as I can tell, the Router has no firewall. It has no options for one in its settings.

My Anti-Virus Program:
McAffee Enterprise Edition
No known firwall active.
On-Access Scan Active

My ISP:
Comcast Digital Roadrunner. I do not think that they have any sort of filter running.

I use LimeWire Pro.

My Issue:
I am attempting to connect to the network with the program. I have tried deleting the .limewire directory, I have tried reinstalling the program, I even tried disabling the tips at startup. None of these worked.

There were a couple of things that caught my attention however:

1.) When I try to connect, in the bottom left of the LimeWire screen it says "Quality: Connecting" but nothing happens. Everyone refers to a light turning on in the lower left of the screen. All I see there is something that looks like a set of connection bars off of a cell phone. The smallest one, on the farthest left, lights green and the rest stay red. These do not change. Also, as it tries to connect the Programs Tray at the bottom of my desktop for LimeWire reads: "LimeWire: Enabling Open Information Sharing" I do not know if this is good or bad, just trying to get all fo the information in.

2.) About the startup tips running. When I reset my preferences, they should pop up at startup, but they do not. In fact, they do not pop up at all. I can turn them off from popping up at startup, but they never did in the first place, and I know they should have.

3.) In one of the other threads there was a link to a test site that could test your connection. When LimeWire was running and attempting to connect, this was the log that generated.

Data dump: v1.7,to=5,ipf=no,ip=69.243.188.5,proxy=,port=6346, lang=en,el=0,php=4.3.11

Start connection test for TCP...
Get socket.
Attempt to connect to 69.243.188.5 on port 6346.
socket_connect() failed, error 115: Operation now in progress.
(Ignore the previous error reason, it's a timeout instead.)
Close socket.
Done, return code: 'TIMEOUT'.

Start connection test for UDP...
Get socket.
Attempt to bind to 0.0.0.0 on any port.
Send /JCT: 3x12 bytes: GND\002sq\001\001\020JCT
Read response:
No proper answer received.
Close socket.
Done, return code: 'NOTHING'.

I dont know what this means, but I know I shouldnt be getting these messages with no firewalls on at all.

Please help me. I would be more than happy to give any additional information to solve my connection problem.
