If you are able to connect on rare occasions. The odds are it is on your ISP end. Either they are blocking or shaping P2P traffic or there is a firewall that is not configured properly. Try setting LimeWire to higher ports.

You said you had turned your firewall off, but have you configured it in any case to allow LW? Configure your firewall so it allows LW full access (advisable not to have 2 active firewalls b/c they can interfere with each other); Firewall configuration instructions (click on link)

Sometimes just keeping the connection port to upnp & the listening port to a higher port does the trick. Safest ports are 49152 - 65535 for example, 64049.
But after making changes, you may need to reconnect or disconnect & reconnect within LW whilst waiting a minute in between.
