Your modem doesn't have a built in NAT firewall so you can rule that out...
Since you are running Nortons firewall you should disable the windows one altogether, it's not wise to run 2 at the same time... I would ring your ISP and ask them about being blocked from Limewire... Also ask them what plan you are on and what allowance you have each month....

I don't run XP so I can't tell you exactly where the disable box is. But Norton & XP's firewalls should NEVER be run together. They are reknown to clash with each other. Turning it off/disabling it .... I'd have thought the same thing but I'm not a XP user so not sure. Did you check the other method mentioned about disabling XP's firewall.
When updating LW sometimes Norton gets confused, so ... Reconfiguring Norton Firewall |

i did and theres still a firewall, and im almost positive its not my isp, because i just told my friend to try it and it worked

Well jimbo-ice I'm totally out of ideas as to why this is happening to you, hopefully another forum member can pick up something I've missed...I still think you need to give your ISP a call...
