my service provider is rogers which is in canada. my router is d link.

I think Rogers is your problem but why you can download fine on one computer & not another I wouldn't know! I'd expect you to be shaped on both

You could try changing ports. In LW go tools > options > advanced > firewall config. Change LW's listening port to one between 49152 - 65535, or try port 80. If you've allowed a specific port number thru a software firewall that will have to be the same as LW's listening port.

There's no guarantee that this will work, but it's something to try.
