| I'd say your problem is with Cox Cable as they are known to shape p2p usage... http://www.gnutellaforums.com/connec...-limewire.html You could try changing your listen port number and change to manual port forward and put 64049 into both boxes and select apply.. To find this options go to Tools > Options > Advanced > Firewall..
