Angry "Enabling Open Information sharing"!!!! (one connection bar)

PLEASE PLEASE HELP!!!
Cannot connect, Keep receiving message 'Starting Connection' next to my ONE bar of connection quality. Im running XP Home with Windows Firewall, Have Broardband with Tiscali using a Sagem f@st 800-840 ISDN channel ADSL WAN adapter for home use. Currently running LW 4.12.14 PRO with JAVA 1.6.0_01. Have been running uTorrent for the last year with no problems and had uninstalled to see if they conflicted, (no different). I constantly have a wall in front of the blue globe icon but have enabled LW through Windows Firewall...

Help!!!

Please, im running out of ideas.

Double check your Win firewall again (humour me).
User Cant Connect - LimeWire

Some people have had problems with 1.6.0_01. Try this version of Java. Use the JRE offline installer & remove your current Java before you install this one.
Archive: Download Java 2 Platform Standard Edition (J2SE) 5.0 Update 11

Tiscali are notorious for connection issues. Have you tried connecting outside of peak hours? Check out these threads for more info. Changing ports has worked for some people. Try port 64049, or something in the range of 49152 - 65535.
I have found a solution to getting Limewire to work with Tiscali

You could also delete LW's preferences folder when LW's properly closed. See point 3 here & also point 2 if you've used older versions of LW in the past (there could be a folder in either location).
Fixes for LimeWire
This will kill all of your settings within options, you'll have to go back through afterwards & reset things. If you're not sure of your settings, go through LW's tools > options & write them all down, so that you can reset things later.

There's no firewall in your modem, do you also have a router?

Exclamation Tiscali Scum!!!

Thank you Birdy for the prompt reply with some quality info. After some deeper rummaging through the forum, have noticed that there seems to be a bit of a common problem with TISCALI. Have had issues with them in the past and have been thinking of moving to a 'RELIABLE' ISP for a while. Does anyone recomend a good ISP who does not have a 'PEAK' time in which they prevent P2P between 6pm - midnight, at a good price? (Is asking such a question abuse of a forum?)

Have a look at this link, I would get BE its fantastic, but its not available in all places, Bulldog is also good, but a long waiting list, Virgin I have,its also good but I pay £24 monthly,the cheap packages of virgin are not much good.
