 Limewire need to be uninstalled using the uninstaller which is found... Start > All Programs > Limewire... It sounds like your problem may also lay within your modem/router many of them have built in Nat Firewalls, so you will probably need to Port Forward... If you want to give that ago just let me know the make and model number for your modem/router and I will find your instructions on doing this...
