Default Lack of Connectivity

Isn't there a major problem what with so many people, including me, losing connectivity or not having connectivity to begin with? With Limewire's degraded service.
I'm looking for a response re connectivity problems. An AP story 2 days ago said that Comcast for one, has indeed been "managing" the quality of their service. The implication is that they are stifling, blocking or slowing all p2p connectivity and activity. I assume that all ISP's are doing it. I've used every tip, trick and suggestion from the Gnutella website forums to regain connectivity but nothing works. I don't use Comcast. My IP is Qwest DSL. My PC is set up for Windows XP SP2, IE7 & Mozilla Firefox.
