Lack of Connectivity - 2

It's hard for me to find a place to post questions. Is there an easy way to go directly to a forum to post, using the banner that begins "User CP" and ends with "Log Out?" Or, where else can I find where to start a thread easily?

Here are the specs of my set-up regarding my lack of LimeWire connectivity, where never more than a single bar on the lower left screen, is illuminated.

9 - ISP: QWEST/Seattle

11 - Connexion: Not sharing with others
12 - Experienced user, though not software/literate
13 - UPnP enabled
14 - AVG/Grisoft anti-virus
15 - isp: QWEST in Seattle
