Make sure that you're only using 1 software firewall & that LW's being allowed through it.

Try the advice here: all of a sudden will not connect (a fix to try)
Start off by deleting LW's preferences folder & changing Java versions.
You'll know if you've deleted the preferences folder properly...when you start LW, you'll go through the setup wizard again & all the settings within LW's options will have changed.
If you get confused with deleting the preferences folder, have a look at this post.

if nothing there helps, please give us your details.

Your port 6346 is being blocked. It will be either due to your ISP or your router. If you port forwarded, did you set up a static IP first? If done at any other stage other than first, then the process won't work & you'd need to delete that firewall rule & do it again, with a static ip set up before you actually start setting up the firewall rule. Make sure LW's setting is set for port forward & not UPnP; Manual port forward instructions & sample image

Also see Windows Firewall - LimeWire about allowing LW full access thru your xp firewall.

If it is your ISP blocking port 6346, call them to unblock it or at least ask them why it is blocked. You could also try port forwarding a much higher port such as between 49152 - 65535. LW's port for connection & listening setting would also need to be changed.
