Default my peer to peer NW is disabled (cant use LW or utorrent) someone help

the problem is my file sharing (P2P-Peer to Peer) services and programs dont work as well i dont know what to do can someone please please help, ive tried the add/remove win components method didnt work ive tried adding new allowed ports (all of them) to my firewall ive tinkered with "windows firewall" and ive tried updating my system I.E. -updated service pack, PNRP, and more- still nothing worked.

I heard about Internet Gateway Device Discovery and Control client but i have no idea how to use and they dont appear in my network connections folder or anywhere that will help.

please reply ASAP. thank you.

Windows Firewall (Off). and McAfee Firewall.

How much ram?:
Intel(R) Celeron(R) CPU 2.60 GHz.
2.59 GHz, 512 MB of RAM.

Hard Disk space available?:
37.25 GB Internal Hardrive Starting/Original Disk Space+232.88 GB Removable/External Hardrive Starting/Original Disk Space = 270.13 GB Total of Original Disk Space (.19.92 GB Internal Hardrive Free Space+101.79 GB Removable/External Hardrive Free Space = 121.71 GB Total Remaining Disk Space.

Connection type? (eg: dialup, broadband, cable, etc.):
Cable.


modem & router brand name & model numbers?:
Motorola SBG900 Wireless SURFboard Gateway Modem/Router (Cable Modem).

Where are you trying to connect from (house, appartment complex, school, student accomodation, work, etc.)?:
House.

What version of LimeWire (LW) & Java do you have? (Go to LW's menu Help>About LW...) Will show both LW & Java version.:
Limewire 4.17.0 - Java 1.6.0_03.

Who is your ISP (Internet Service Provider)?:
Cableone.

Do this simple test for us. Using your browser go here http://www3.limewire.com:6346/ The page should say 'Your test worked!'. What happens when you go there?:
It Didn't Work.

Are you sharing the connection with other computers or p2p sharing programs? If yes, please give details of set up.:
I'm using a Desktop there is also 2 Laptops and im using utorrent for downloading torrents.

Is this a your 1st try at LW or is this a new problem with an experienced user.: no its a new problem.

Do you see a brick wall in front of the blue world icon at the bottom of LW's interface:
yes.

For those using a modem/router, how is your modem/router set up...are you port forwarding or is UPnP enabled?:
UPnP.

What security programs are you using (antivirus etc)? Some people might not be aware that their security suite includes a firewall:
McAfee All in one Security Center.

What country are you living in? Sometimes there are ISPs with the same name in more than one country (eg Clearwire in the USA & also in Ireland).:
USA.

I suspect that some of the problem might be your ISP. When your test fails, it's a good indication that it may have something to do with the ISP. Also see Link below. You can also give them a call and ask if they Throttle P2P activities. You probably won't get the truth.

Have you tried Portforwarding your modem/router. See Link below

Port Forwarding for the Motorola SBG 900

Also make sure the Windows Firewall is Off and Give Limewire Full Permission through Mcafee
