First let me say I'm totally new to this program, but here's my experience. I download the program, I do a few searches, and successfully complete a few downloads. I changes my download folder and suddenly no files will download. All I get is an error that says, you guessed it, "Could not move file to library". I tried everything I could think of, but every single file I attempted to download gaave me this error, regardless of whether it containg any "illegal characters" such as \ or _. After reading through some of the posts on this board, I decided to change my download folder back to what it had originally been, and for whatever reason it seemed to work. So, if you've changed your download target destination folder, try changing it back and see if that helps.
