I have run Limewire for several hours now and find that those whose IP address is very similare to mine can download from me. At least those whose first two (xxx.xxx.nnn.nnn) are the same. My Isp uses 68.97.xxx.xxx for their dynamic and 24.248.xxx.xxx for their static. Only these people are downloading from me.

Any ideas?

Although I don't know for a fact but it is not unreasonable to assume that perhaps they are using some type of device which limits P2P traffic to other users on the network i.e. sandboxing the traffic. This would make sense as most ISPs pay a lot of money for traffic that moves of of the network. There are a couple things you could do to validate / invalidate this assumption.

#1) Check your connections to see if they are limited to people who are in the subnets used by your ISP.

#2) When you download something are you limited to dowloading from people in those same subnets?

Finally, perhaps things are working for you again.

#1) No
#2) No

Connections aren't limited and I can download from anyone, unless they too are having the same problem and don't know it.

Please be specific in describing your problem for example.

are you sharing from home, work or school?
what type of connection are you using adsl, cable, dial-up?
has uploading worked before? etc.

This must be the case. Far too many users are experiencing the same thing. It is either ISP or software related. My ISP says they are not using any type of device or system as you mentioned, so must be software related. So much for Limeware.
