Any ideas? | Although I don't know for a fact but it is not unreasonable to assume that perhaps they are using some type of device which limits P2P traffic to other users on the network i.e. sandboxing the traffic. This would make sense as most ISPs pay a lot of money for traffic that moves of of the network. There are a couple things you could do to validate / invalidate this assumption.
#1) Check your connections to see if they are limited to people who are in the subnets used by your ISP.
#2) When you download something are you limited to dowloading from people in those same subnets?
Finally, perhaps things are working for you again.
