I am a first timer. I'm not sure how to convert my CD burner to be able to burn DVD's. Is it possible to burn DVD's on a CD burner? If not do i have to buy a DVD burner?

There's lots & lots of people who burn them to cd. SVCD uses mpeg2 (as does dvd) & offers a better quality than VCD. VCD generally uses mpeg1. For hints how to do these things see: http://www.videohelp.com/ & another is http://forum.dvd-guides.com/
