It could be either.
A) The host of the file has many others downloading off him. B) People could be downloading from you.

Remember your downloads speeds will only be as fast the host can upload.
There may be other factors involved also. like how far away the host is. The more hosts that are available to u/l the file the faster your download speeds will be normally. So look for files with mutiple hosts, and don't forget to check file sizes. search the forums for autogenerated spams results.
