Sounds like you ticked no on the liscense warning. reset it and tick yes.
In LW go to>Tools>Options>View>Popups>Revert to Default, then tick the box and click apply. then try to d/l something. When the license warning box comes up tick "always use this answer" then click yes.
Let us know if that doesn't work.
