error 1607 on Install

I have tried twice to install Limewire. Both times, near the end , after the MSI I get a Install Shield Pop up Screen. says " 1607: unable to install Installshield Script Runtime"
I have P4 1.5, Win 98se, 256 Ram. This was 1.8 ver. I did NOT have any previous ver installed

Any suggestions???????????
