Y is downloading so slow?.....

ok like for da last few days, every last of my downloads are around 0-13 kbs/sec. .even when im connected to 10 HOSTS..... usually like b4 da last few days id get like at least 20 kbs/sec when im connected to 5-10 hosts.. but now its that low, well i checked my internet connection(wireless).. and its up to its max speed.. and the signal strength is excellent. so i checked da thing im connected to, restarted it like a few times, but got the same speed 0-13 kbs/sec.
checked my firewall and it already allowed limewire, read da post for upload/download from leeware, i think it was dat person, or somebody and did wat she said (expect for forcing ip.. didn kno dat) but it still didn work, so im asking if anybody ANYYYBODDDYYY out there that can tell me like solutions, tricks, tips, anything... to get my download back to normal again, cuz i dun wan to wait 1 day and 2 hrs to watch bleach which is... 128MB....
