Exclamation Help! 5k xfer with Cable Connection

I just recently had to format my hard drive and re-install all my software and now I'm lucky to get a 5k download rate when downloading an mp3 from 9 sources. Can someone tell me what might be wrong? I've looked at my firewall settings and even removed and re-installed Limewire PRO (4.8.1).
I feel like I'm back in the days of dial-up!

Note: Prior to my format and reload I had download rates of 20-120k depending on the number and type of sources.

1. Try deleting your LW Preferences folder whilst LW is closed; instructions here: Point #2 & 3 in Fixes for Limewire (sample image included at bottom of page.)

2. Do you see a brick wall in front of the blue world icon at the bottom of LW's interface?

3. If you set up firewall configurations for LW, then delete them, & set them up again; Connection problems? Check here first! (click on link)

4. Who is your isp (internet service provider)?

5. Try downlding a magnet link from here & tell us what happens in regard to connection quality & speeds & consistency: http://www.magnetmix.com/video.shtml

I tried number 5 and my rate was 5-10 kb/s from 8 sources. No brick wall and I've performed the other steps several times. I even removed the registry entries the last time i did a uninstall/reinstall. When I download other programs i.e. XP SP2 my xfer rate was around 100. My isp is mediatti in okinawa japan but like i said, until i did my format and reload last weekend LW was running great.
