You should probably get a list of all the ISPs available to you, find out their various plan prices & also whether they block or shape bandwidth for p2p apps.
You can probably find most of this info using Google  There's quite a list of ISPs who block/shape in this thread (from various countries though) http://www.gnutellaforums.com/showth...threadid=33712

Knowing which country you're from can help with suggestions ... if any are known for that country or state.

In the U.S. the best I have had is Comcast for the price and service. Next was Verizon DSL. From there they just go downhill.
