What is the best ISP out there for downloading files 700MB or larger? And how much a month is it???

You should probably get a list of all the ISPs available to you, find out their various plan prices & also whether they block or shape bandwidth for p2p apps.

Knowing which country you're from can help with suggestions ... if any are known for that country or state.

In the U.S. the best I have had is Comcast for the price and service. Next was Verizon DSL. From there they just go downhill.
