Default Max Download Speed 2kb/s! WTF

I have used limewire for many a year and just recently to my dismay my maximum download speed has become around 2kb/s when previously it has been upwards of 100kb/s i have not changed anything to limewire's settings and i am getting quite frustrated trying to figure this problem out. any help would be much appreciated.

Download a file from here & see what speed you get

Have there been any changes to hardware or ISP plan etc?

Who is your ISP? Are you using any other p2p apps & if so, is the same thing happening?

Post your details

OS(Win XP etc)
LW & Java version (help > about LW & you'll see)
Firewall you're using
Modem/router brand & model
ISP
Connection type (DSL etc)
Where you connect from (home, school etc)
Are you sharing a connection with other computers
Is this your first try with LW

We need to find out who your ISP is because it sounds like they could be using traffic shaping. Having 2 p2p apps with the same problem sounds ominous! Many ISPs are doing this now & most don't give their customers any warning.
