Just to make sure; since you have made a complete clean installation of LW, did you also make a clean installation of Java using the JRE offline installer for your OS?

yep complete format of hard drive and clean install of all programs. now i get a file also and it just stays at 99% and will not restart. grrrr lol

For this file with 99%; go to the Incomplete folder and check whether it is not actually already full downloaded and the percentage display just shows a wrong number....
