 Limewire is not a music 'site'...it is peer-to-peer (p2p) software that allows you to connect directly to other computers. There is no central server or website...as for the program downloads, Limewire is truly hit or miss. Half the stuff that you download will contain viruses, and the other half is freeware or shareware. As for advice downloading copywrited material? We're not allowed to discuss it here.
