90 ++ %

I had Limewire for years, it do not seem to be a issue of connections or version.
But WHY does Limewire ( running 4.18.3 pro) ALWAYS speed DOWN the last 90 ++ % ???.

Number of host reduces and KB/s going down from 20-40 to 8-5 etc.
Should it automatic speed UP the last percents , to finish that file?? Leaving bandwidth to other files?
