Download and Upload configuration

I was wondering if someone could please help; I thought I'd configured everything correctly, but something tells me I'm doing something wrong.

My download speed is 1863kb/s and upload speed 73kb/s.... I assumed I divided both by 8.... so approx 233 download speed and 9 upload speed, but what happens with the upload side.... the slider doesn't go that low.

I know I sound thick, but I just don't know what I'm doing that isn't right.
I'd just appreciate some help as to the correct positioning of my download and upload sliders.....
