Queued = LW is too busy to handle those downloads. This usually settles down after a while. Since LW does periodically attempt to reconnect many incomplete files at once, this can cause queueing if there's many incomplete files.
If the queueing does not cease however, then deleting the LW preferences folder is the way to go.
