LW 5's restrictions? No. I believe it's hard coded into the program. I'm not sure how much of an effect it has. The purpose is so that LW does not prevent you using bandwidth for browsing, etc.

LW 4 has no restrictions. Simply as suggested above, set speed under Tools -> Options -> Speed.

Tools -> Options -> Downloads
Tools -> Options -> Uploads

so when someone is uploading from me I am guessing I cant browse through their library like some of the "other guys" let you.

I have tried right clicking, left clicking.. etc etc

Browsing uploaders is much more difficult than those in search results or those in download window. At least that's the case for LW 4. And a much better chance of browsing uploaders 'if' they have the chat icon showing; the yellow smiley icon. ;) It's difficult browsing LW 5 users, but once in a while I succeed (whilst using LW 4.)

LW 5.2.1 beta has supposedly brought back in browsing hosts for upload & download windows but I haven't checked yet this on OSX where I share most of my files.
