I've noticed that although some uploads say they are complete the progress is less than 100% so how can they be complete?

It seems to mean the download hs been completed at the other end. Sometimes you will see the same file to the same host, once at 30% and once at 70%, meaning that they have stopped the first downoad for some reason and completed it later, possibly from you possibly from somewhere else. Not sure if this is correct, but I do know you shouldn't worry about it
