 No sorry... there usually is a scroll bar.. but I remember a similar bug report a long time ago. Well all I can say is that the widget should display a vertical and horizontal scroll bar once it gets too small to display its content... But I dont have direct influence on when it actually displays it... Would only be interesting to see if an older version has the same problem or if it is something that was introduced in this release that cause the scroll bar to stay away for whatever reason. Can you try to show/hide/show/hide the filter pannel, running search list, and running search button bar a bit... if it changes anything?
