Viruses
Most of the downloads I have requested so far have contained a virus, trojans. Why aren't these people blocked for useage? Is there a link to report the people???

We can't block people from useage, since we can't control the users of Phex.
The only one who can block people from sending you results is you: By banning them in Phex (just lcick the ban host button after selecting a virus file in teh search results or downloads). Just be careful what you do.
