For a general introduction please read:

To get the Phex source look at:
https://sourceforge.net/cvs/?group_id=27021

For windows use the tool WinCVS from wincvs.org to get access.

But be aware that you only get the most current Java source. To build a release you need jakarta-ant, a Java Development Kit. And a bit of Java knowledge would help too.
