Waiting....waiting....waiting

I have Phex 0.9.0.44 on osx 10.2.6. I have connected to various networks, people are uploading from me but can I download? I cannot! For a large file I can have 300 candidates - which seems great, but they are all waiting.. waiting.. waiting. Or connecting, or connection failed. It can be on for hours with no movement. Am I doing something wrong?
