Standard for interrupted downloads

Hi,
I just wondered if we could create a standard to catalogue interruptped downloads. I think of an index file in XML.

Let's suppose you have two interrupted downloads "a.aaa" and "b.bbb".
The content of the index file would be:

&lt;file name="a.aaa"&gt;
  &lt;size&gt;324872&lt;/size&gt;
  &lt;index&gt;3&lt;/index&gt;
  &lt;host&gt;23.213.112.34&lt;/host&gt;
  ...
&lt;/file&gt;
&lt;file name="b.bbb"&gt;
  ...
&lt;/file&gt;
