I see the smily face for chat but do not know how to chat to other users. I have the latest version of lime wire on my mac.

Seeing that someone has chat enabled doesn't necessarily mean that they'll reply: it could be that they're not in front of their comp at the moment, or that they don't want to chat.
To initiate a conversation, highlight the file and right-click, then select Chat with Host
