If you have installed Norton AV: UNINSTALL right now!!! (they also discontinued mac support that lame company).

If not, I'd try installing the combo update 10.3 to 10.3.9, it always fixes some things gone bad. No risk either, just be sure you repair permissions of your drive with disk utility before and after the update.
