 From what I can see from the info you have supplied, it's more than likely your ISP that is stopping you from connecting especially because the test page didn't work.... http://www.gnutellaforums.com/241505-post4.html

| You can't really, but some lucky people have had some luck changing their port and listen numbers... Try this In Limewire go to Tools > Options > Advanced > Firewall... Then change from UPnP to manual port forward and enter 64049, then change the listen port number to 64049 and select apply...Restart your comp....Fingers crossed that may help... From what this link tells me, CableVision Mexico only shape during certain hours of the day..Try calling them and see if you can find what times that would be...  Bad ISPs - AzureusWiki
