Thai ISP I'm guessing. I have no idea if any of the Thai ISP's block or filter p2p. AFAIK they do not. However they do have unreliable bandwidth & connection can drop at a drop of a hat sometimes.

And is your OSX firewall turned on or off? If on, is LW listed as an exception?
Which version of LW are you trying to run? If LW 4, I can upload fresh connection cache file if necessary.
