keep approximately x connections up

I have to reset it each time to keep 6 (dsl) connections active when I restart the app. It keeps 3 upon restart but when I retype in 6 it works fine.

I don't know why they did it that way but it's how ultrapeers work. LimeWire thinks you only need 3 connections unless your an ultrapeer.
